Disaster Preparedness and Rehabilitation Capacity Building







Developing People’s Health and Disaster Readiness Capacities: A Post-Typhoon Disaster Preparedness and Rehabilitation Program in the Seven Sitios of Barangays Greater Fairview and North Fairview, Quezon City.


The Project was designed and implemented as a concrete response by the Coordinating Council for People’s Development (CCPDG) in cooperation with the Council for Health and Development (CHD) and Med-Herbal to assist disaster-affected population in the aftermath of two strong typhoons Ondoy and Pepeng (international code name:  Ketsana and Pharma).


The project was endorsed by the Filipino Community Center to the City and County of San Francisco for funding support.  In December 23, 2009, the Coordinating Council for People’s Development and Governance received a formal notice of the grant award for the said project from the Controllers’ Office of the City and County of San Francisco.  The project was officially started in February 2010.

Part of the activities conducted by the project were: Program orientation and planning conducted with community members in seven project  communities ,Community-Based Disaster Management Training in Sitio Kislap, Sitio Ruby, Pulang Lupa and Sitio Irish, Conduct of the first three modules of the Community Pharmacy Management Training --  Basic Health Orientation, Common Diseases  Rational Drug Use in Sitio Kislap, Sitio Ruby, Pulang Lupa and Sitio Irish.  Sitio Kislap and Sitio Ruby advanced ahead with the module on Herbal Medicine Preparations. Moreover, five artesian wells were constructed in the Sitios of Kislap, Ruby, Lilac, Pulang Lupa and Irish.  The wells are installed in location most convenient to community members who have less access to any water system. 


Community health education on prevalent diseases like dengue and measles; on health issues such as the arrest of 43 health workers and the deliberation of the national budget (specifically focusing on the health budget); and even, voter’s education were held in the seven project communities. 

Disaster Preparedness Committees were formed and community counter-disaster plans including installation of early warning system were developed in the communities of Kislap, Ruby, Pulang Lupa, Irish and Lilac while Community Disaster Drill were conducted in Sitio Kislap, Sitio Ruby and Pulang Lupa. Community Health Committees were formed in Sitio Kislap, Ruby, Pulang Lupa and Irish.
